I'm ignoring the side here and backing the over. Both of these offenses are led by talented quarterbacks who have weapons on the outside and can score quickly and often. We should see even more of that on the fast track and indoor stadium of Jerry's World. The over has been a dominating trend this season for Memphis and Penn State has scored 28 or more points seven times. This has the potential to be one of the higher scoring bowl games this season.
